Even though Harriet decided to follow the instruction to her, it did not mean that she agreed to what they complained about. Harriet was so sure that it was not the other passengers but the cabin staff who had an issue with what she wore. It was because Harriet had not even boarded the plane yet, so it was impossible that she had already offended someone else.
