The fact that the museum called him “Popeye” suggests there might be something special about him. The HMS Rodney was a British ship. Segar grew up in Illinois.

This allowed people to exit East Berlin and re-enter West Berlin. There was not a perfect solution, but it was not as good as other options. They could not see their family for two years. The collapse was 25 years after this.
